CLOSED END CELLS are caused by the canopy surging on opening or during maneuvers. What can happen is that the outer cells fall down and fold in like the stabilizers. The resulting smaller canopy can increase landing speeds. Above 500 feet, the jumper should push the toggles together way down until cells inflate, and then let up slowly.
